Background of the Study
Public service announcements (PSAs) are crucial in communicating important information to the public, especially in promoting safety, health, and civic responsibilities. In Kano, Kano State, digital animation is being investigated as a dynamic medium to enhance the impact of PSAs. Digital animation offers a creative way to simplify complex messages, making them more accessible and engaging to diverse audiences (Abdulrahman, 2023). The use of animated visuals in PSAs can capture attention, evoke emotional responses, and facilitate better understanding of the intended messages compared to traditional static formats. Advances in animation software and digital media platforms have enabled the production of high-quality animated content that can be disseminated widely at low cost. This technology not only enhances the aesthetic appeal of PSAs but also allows for the incorporation of interactive elements that encourage viewer participation and retention of information (Ibrahim, 2024). The study focuses on evaluating the role of digital animation in improving the effectiveness of PSAs in Kano by examining factors such as message clarity, audience engagement, and behavioral impact. The integration of animation into PSAs is seen as a strategic move to modernize public communication, aligning with global trends in digital media where animated content has proven highly effective. By leveraging digital animation, public service campaigns can deliver critical messages in a format that is both entertaining and informative, ultimately leading to greater public awareness and positive behavioral change. The background of this study underscores the transformative potential of digital animation in enhancing the delivery of public service messages and calls for empirical research to quantify its effectiveness in a local context (Abdulrahman, 2023).

Statement of the Problem
Despite the proven advantages of animated content in public communication, many PSAs in Kano rely on traditional methods that may not fully engage modern audiences. Static images and text-based messages often fail to capture attention, leading to low recall rates and minimal impact on public behavior (Ibrahim, 2024). The lack of innovative approaches in PSA production results in campaigns that do not adequately address critical issues, thereby reducing their overall effectiveness. Moreover, there is a noticeable gap between the potential of digital animation and its actual utilization in public service campaigns in Kano. Challenges such as limited technical expertise, budget constraints, and resistance to adopting new media formats contribute to the underutilization of digital animation. This study seeks to investigate the effectiveness of digital animation in enhancing PSAs by exploring its impact on message delivery and audience engagement. It will analyze the factors that determine the success of animated PSAs, such as visual design quality, narrative structure, and cultural relevance. Additionally, the study will address technical challenges related to animation production and distribution, including software limitations and platform compatibility. By examining these issues, the research aims to provide a comprehensive assessment of how digital animation can be optimized to improve the reach and impact of public service messages in Kano. The findings are expected to inform policymakers and media practitioners on best practices for integrating animation into PSA campaigns, ultimately leading to more effective public communication strategies (Abdulrahman, 2023).

Objectives of the Study
• To assess the impact of digital animation on the effectiveness of public service announcements.
• To identify challenges in producing and disseminating animated PSAs.
• To propose strategies for optimizing digital animation in public communication.

Research Questions
• How does digital animation affect audience engagement with public service announcements?
• What technical and creative challenges are encountered in the production of animated PSAs?
• How can digital animation be optimized to improve the overall impact of public service messages?

Significance of the Study
This study is significant as it investigates the innovative use of digital animation to enhance public service announcements, providing a pathway to more engaging and effective public communication (Ibrahim, 2024). The results will offer valuable insights for government agencies and media professionals in Kano, guiding the development of animated PSAs that better inform and influence public behavior (Abdulrahman, 2023).

Scope and Limitations of the Study
This study is limited to the investigation of digital animation in enhancing public service announcements in Kano, Kano State. It focuses solely on the impact of animated content and does not consider other forms of digital media.
